IMO CCC 12: Revised guidelines for methanol as fuel

Source: DNVRegulatory Updates

CCC 12 finalised revised interim guidelines for ships using methyl or ethyl alcohol as fuel, along with revised Cargo Securing Manual guidelines and a standard for lashing software.

The IMO Sub-Committee on Carriage of Cargoes and Containers met for its 12th session (CCC 12) from 14 to 18 September 2026. All of its decisions remain subject to approval by the Maritime Safety Committee.

Methanol and ethanol as fuel

CCC 12 finalised a full revision of the Interim Guidelines for the Safety of Ships Using Methyl/Ethyl Alcohol as Fuel (MSC.1/Circ.1621). The revision allows more flexibility in where fuel tanks are placed and how leakage is handled, takes a new approach to ventilating fuel spaces, expands the guidance on bunkering stations and fire extinguishing, and adds guidance on bunkering operations and personal protective equipment.

Other outcomes

  • Cargo securing: revised guidelines for preparing the Cargo Securing Manual (MSC.1/Circ.1353/Rev.2) now include a performance standard for lashing software, which existing ships may apply voluntarily with flag approval.
  • IMSBC Code: six new cargo schedules and changes to Section 4.2 were agreed in principle for amendment 09-27.
  • IMDG Code: changes to special provision 188 on several exempt battery packages in one cargo transport unit were agreed in principle for amendment 44-28.
  • Low-flashpoint fuels, fuel cells and onboard carbon capture: work continues, with correspondence groups reporting to CCC 13 in 2027.
