Free-Fall Lifeboat Passage Width Issue

Source: ABSRegulatory Updates

Port State Control has found free-fall lifeboat passages narrower than the 480 mm the LSA Code requires, and some authorities apply the rule to the space between the pilot seats too.

Port State Control authorities have recently raised deficiencies where the clear passage between the seats of a free-fall lifeboat was less than 480 mm. Paragraph 4.7.2.1 of the LSA Code, as amended by IMO Resolution MSC.272(85) from 1 July 2010, requires the passage to be at least 480 mm wide from the deck to the top of the seats, free of obstruction and with an anti-slip surface.

The Liberian flag administration's Marine Advisory 18/2026, revised in August 2026, covers 25-person Nishi-F FF-65 lifeboats, where shortfalls of 5 to 10 mm and of 70 to 90 mm have been found at different points. Liberian-flagged vessels were given until 1 October 2026 to complete the manufacturer's approved rectification, with class confirming it at the next survey and no later than 1 October 2027. The revision also notes that some PSC authorities apply the 480 mm requirement to the space between the pilot seats.

Recommendations

  • For affected FF-65 lifeboats, obtain the approved rectification plan and kit from Nishi-F and complete the work as soon as possible. Vessels under other flags should follow their administration's requirements.
  • Keep the approved plan, service report and measurement records on board to show PSC.
  • For other makes and models on ships with keels laid on or after 1 July 2010, measure the passage width and arrange a rectification plan with the manufacturer if it is below 480 mm.
  • Where more time is needed, ask the flag administration for a vessel-specific authorisation and tell class.
